In directing his son, Orhan Ghazi, to continue the administrative policies set forth by Sheikh Edebali, who is considered the spiritual founder of Ottoman Empire and also being the first Qadi' of the empire. Osman stated:
1)Son! Be careful about the religious issues before all other duties. The religious precepts build a strong to the state. Do not give the religious duties to careless, faithless and sinful men or to dissipated, indifferent or inexperienced people.
2)And also do not leave the state administrations such people. Because the one without fear of God the Creator, does not afraid of the created. The one committing a great sin and continuing to sin can not be loyal...
3)Scholars, virtue men, artists, literary men are the power of the state structure. Treat with kindness and show honor to these men. Make close relationship when you hear about a virtuous man and give wealth and grant him...
4)Put order the political and religious duties. Take lesson from me so I came to these places as a weak leader and I reached with the help of God although I did not deserve. You follow my way and protect Din Muhammad (the prophet) and the believers and also your followers. Respect the right of God and his servants.
5)Do not hesitate to advise your successors in this way. Depend on God's help in the esteem of justice and fairness, to remove the cruelty, attempts in every duty.
6)Protect your public from enemy's invasion and from the cruelty. Do not behave any person in an unsuitable way with unfairness. Gratify the public and save all of their sake.
The Dream of Great Man
In an often mentioned account, Osman, while at Edebali's lodge, dreamt- seeing the crescent moon coming out from Edebali’s chest and entering into his own chest. A tree then emerged from Osman’s chest. Osman saw people, rivers and horses under the tree. When he awoke, Osman hurriedly told Edebali about the dream. Edebali responded that the moon represents Edebali’s daughter, Malhun Hatun, and she would one day be Osman’s wife. Edebali said that this marriage will spawn a dynasty and a mighty empire symbolized by the tree in his dream. Edebali's interpretation of Osman's dream proved accurate. Osman went on to marry Edebali’s daughter, Malhun Hatun who is the mother of Orhan Ghazi, the second leader of Ottoman Empire, which prevailed as a world power for over 600 years.
The Words from The Ulama' to The Umara'
Edebali's advice to his son in law, Osman Ghazi, is very important to understand given that the message was carried about by subsequent Ottoman rulers. Edebali's words shaped and developed Ottoman administration and rule for many centuries.
In one famous declaration, Edebali told Osman:
My son, now, you are the leader! From now on-
1)wrath is for us; the calmness is for you.
2)Being offended is for us; pleasing is for you.
3)The impeachment is for us; to endure is for you.
4)Incapacity and mistakes are for us; tolerance is for you.
5)Disagreements and disparity are for us, justice is for you.
6)Unfairness is for us; forgiveness is for you.
7)Dividing is for us, completing is for you.
8)Slothfulness is for us, warning and guiding is for you.
My son, your burden is heavy, your duty is difficult and your power is like up to a hair. May Allah be with you.
Hope that Allah would make your beylik (the territory) sacred and beneficial for Islam.
Hope that Allah make your light brighter and expand your beylik to far lands. Pray Allah to give you a heart and a mind which can carry your load.
You and your followers should lead with your swords; and we, the dervishes , must think and pray for you so we can reach to our aims. May Allah be with you.
